Step I- Login to canva.com-free

Step II- Upload your video and give a background color

Step III-Click on the edit button and o to filters

Step IV-choose the filter of your choice and increase or decrease the intensity.

I have chosen the hibiscus filter at 100% intensity.

You can also add some text overlay if you like
